I'm not suggesting a perfect algorithm can be implemented, but being wrong for
*everyone* is surely a worse proposition than getting it right for *some*
people (where "some" might represent a considerable proportion of the western
world, and perhaps there is a more appropriate algorithm that could be
implemented on a regional basis to improve accuracy).

This isn't rocket science, and while a name parsing algorithm is never going to
be perfect a relatively simplistic system would work for an awful lot of names.
