Actually the implementation behaves exactly like Neil and Kasper have been
suggesting, with the caveat that we only fall-back on FN-parsing if N is
completely missing. Here N is present, but all values are empty. This is
obviously a complete bogus from the exporting side.

Of course this can be fixed, but we have limited resources and will thus focus
on fixing more urgent issues; corner cases like this one have rather low
priority.
