I'm not sure if this is really a bug - http://talk.maemo.org/ might be
interesting to as a forum.

Does this also happen with packages from Extras-Testing?
So did you manage to install at least one package from Extras-Devel?
What is the exact log output in Application Manager? The log is available from
the main menu.
If you have some technical knowledge about apt, can you try to install one of
these packages by using apt-get instead and test if that works?
