This point has been discussed fairly heavily in a number of places (I  
can't be bothered to dig up links at the moment, perhaps somebody else  
would mind doing so? :D), but my own opinion is that you can't really  
be a part of a community without being involved in it. Some level of  
participation or contribution is required. Simply signing up for an  
account and never doing another thing does not make you a community  
member. So, by default, uninvolved end-users aren't really part of the  
community.

This is why I think it's important to be specific about it being a  
_maemo.org_ Community Council, because I see the "Maemo Community" and  
the "maemo.org Community" as two separate things. The maemo.org  
Community being a subset of the larger Maemo Community, and not  
including things like itT and Tablet Scene.

If we say "Maemo Community" in the context of the maemo.org Community  
Council, then excluding people who don't have a maemo.org account  
(and, eventually, excluding people with less than 25 karma) from  
voting doesn't make sense, which is where the confusion arises for  
those disgruntled itT users.
