Hmm, I think ITT contributors should really be included in whatever we call the community - they provide a useful service, even if the forum is not based at the maemo.org site. We need to push some way of allowing their contributions there to accumulate karma on maemo.org and encourage them to register accounts for the next run of the council elections. The same goes for IRC contributors, if there's some way of measuring their input in terms of karma, then they should also be included and allowed to vote simply due to their contributions. I do agree with the General that everyone should have a maemo.org account though, it's the same in the (political) elections in the UK at least - you need to register to be allowed to vote.
