Sounds too familiar for me too which is a shame.

You basicly need the files listed here to build Maemo apps:
http://repository.maemo.org/stable/1.0/i386/Maemo_Dev_Platform_RS_i386_relnotes.txt

The files can be found from the Maemo repository, which is easilly 
accessed with the Debian apt-get utility if you add these lines to your 
/etc/apt/sources.list file:
deb http://repository.maemo.org/ maemo ossw
deb-src http://repository.maemo.org/ maemo ossw

Please see http://www.maemo.org/downloads/download-sdk.html for further 
details.

All this means that you will need the packages offered by Nokia which in 
turn gives you, among other things, the Hildon widgets. The Hildon 
widgets are the modified Gtk+ widgets used to build GUIs for Maemo apps.

To set up the development environment is made easy in the Debian and 
Scratchbox environments. In Scratchbox for example you can just install 
the offered rootstrap "image" which gives you the needed libraries and 
compiliers. But I don't see why you couldn't set all this up by yourself 
"manually" but as mentioned in an earlier post, it could take some time.
