Fist, I would not expect that some organisational discussion like this takes 
place on a developers list (which should be about development). With the 
advent of the community list things have changed for better. Still I am very 
sure, the number of subscribers was and is *much* lower than the one from the 
planet. Where as the community list (even more -developers) inherently 
contains more "noise" as it is a discussion platform - and in my opinion not a 
proper way to propagate self-contained information, as you have to follow 
every discussion on the list to keep track of what might have changed.

Nearly *all* of this posts where made in the last 2-3 weeks where supposedly 
everything was already "fixed" regarding the process. At least *you* told 
everyone so all the time, even on the first mail at all about it on the 
community list [1].
The last two blogs are not even aggregated on the planet as it seems.
Only your first post hints to the *start* of a discussion which is by no means 
a first, second or third draft. 

Just because *you* where heavily involved in the process and followed the 
relevant wiki-sub-page-discussions (which other already found to be more than 
unsuitable) and all mailing lists, does not mean everyone else has the time 
and patience to do so all the time, especially as -developers has a relative 
low signal to noise ratio (for *me* about the same as IRC to keep this 
reference). 
That's why announcements of proposals and drafts on a place with very low 
noise seems so important to me. And that's why I think the council could bring 
this kind of information down to more people.
